It was a glitch that happened when Itzel won LTAL competition. When you registered your character online hair that was similar to Itzel's was offered as one of the options. As I can see, that girl has kept the hair for rarity purposes.
You cannot get this hairstyle anymore, unless the glitch comes back when you register a new Build-A-Bearville Character.
