It happened to me. You need 'Cookies' turned on. It also showed this guide:

Spoiler: show

1. Click Start > Control Panel. (With Windows XP Classic View, click the Windows Start button > Settings > Control Panel).
2. Double-click the Internet Options icon.
3. Select the Privacy tab.
4. Click Advanced.
5. Select "Override automatic cookie handling" under the "Cookies" section in the Advanced Privacy Settings window.
6. Select the "Accept" or "Prompt" option under "First-party Cookies."
7. Select the "Accept" or "Prompt" option under "Third-party Cookies." (If you select the "Prompt" option, you'll be asked for approval every time a website attempts to send you a cookie.)
8. In the Internet Options window, click OK to exit.

To enable cookies in Internet Explorer 6:

1. Click Start > Control Panel. (With Windows XP Classic View, click the Windows Start button > Settings > Control Panel).
2. Click Advanced.
3. Select "Override Automatic Cookie Handling."
4. Select the "Accept" or "Prompt" option under "First-party Cookies."
5. Select the "Accept" or "Prompt" option under "Third-party Cookies." (If you select the "Prompt" option, you'll be asked for approval every time a website attempts to send you a cookie.)
6. In the Internet Options window, click OK to exit.

I found that on the 'Be a Star' page. Hope it helped!

Do you mean that it like says that your computer doesn't allow cookies?
That means it like doesn't let your computer save information like that on your computer or something that . . . here's the official instructions that they'll give you if you click on "Having troubles with your entrée form?" down bellow where you fill in your information. It may help you out with what you're trying to do!

Experiencing Issues with the Entry Form?

If you are unable to enter information into the entry form or the front page continues to reload and clear your information, it's possible that your browser's cookies are not enabled. Cookies must be enabled to submit a registration on the Sweepstakes site.

"Cookies" are text files we put in your computer's browser to store information. Cookies, by themselves, do not tell us your child's e-mail address or other personally identifiable information. Cookies help us block children who are under age from trying to enter the Sweepstakes. This is to comply with The Children's Online Privacy Protection Act (COPPA). For more information on COPPA please see www.COPPA.org.

Please refer to the Build-A-Bear Global Privacy Policy for more information: http://www.buildabear.com/shopping/c...0011#childrens

Depending on your browser, you can control which types of cookies you allow. Cookies must be turned on to submit an entry in the Sweepstakes.

Still seeing issues after turning cookies on

If cookies in your browser are enabled and you're still having a problem with the entry form, try opening a new window in your browser. Sometimes a browser's cookies will not work properly when you are using multiple tabs in a browser window.

If this does not help, you can also clear your cache and try again.

Sorry for it being so long. xP
